Another reason why the lights may dim is the capacity of the whole supply circuit inside and extending out of your house to the electrical utility’s transformer and even beyond. Many of these systems were built 50+ years ago when our expectations were less and the transformer installed is now small for modern loading levels, which creates a voltage drop across the transformer windings.

The lighting has nothing to do with Indian or International. Its to do with the fact that brightly lit places are mostly fast-food joints (KFC, McD etc.), whereas dimly lit places are mostly sit-and-dine-and-a-waiter-will-serve-you kind of places....
